You can get full gear of Veteran in patch 11.2 in week 1. These come from Arathi Spoils.

The Nightfall event is a limited-time World of Warcraft event that brings unique challenges and rewards to Arathi Highlands. During this event, players can participate in special activities, defeat rare bosses, and complete event-specific quests.

To get Arathi Spoils:
After participating in Nightfall activities in Arathi Highlands—such as defeating rare enemies, completing world quests, or contributing to group objectives—you’ll earn Arathi Spoils as a reward. These spoils come in the form of loot boxes or bags that contain valuable items, transmogs, and sometimes exclusive event rewards.

Weekly Quest

The weekly (The Flame Burns Eternal) quest to complete a Nightfall invasion also rewards Veteran Gear from the Radiant Service Satchel.
